Crossrail program partner contract awarded to Transcend consortium, including AECOM

LOS ANGELES (March 30, 2009) — Crossrail Ltd. (CRL) and the Transcend consortium today signed the contract for Program Partner on the prestigious U.K. rail project.

Transcend was formed specifically to bid for the Program Partner role on Crossrail and comprises three world-class industry leaders: AECOM, CH2M HILL, and the NICHOLS GROUP. These in turn are supported by three highly respected companies: Turner & Townsend for cost planning, Unipart Rail for logistics services and First Class Partnerships for rail operations.

Following a competitive tender process, this significant appointment, worth in the region of £100 million (or approximately US$146 million), means that Crossrail remains on schedule to begin main construction work in 2010. AECOM is a 40-percent partner in the Transcend joint-venture team.

The award of the Program Partner contract to Transcend follows an extensive competition process run in accordance with EU procurement rules, including the standard 10-day “stand still” period, which ended on March 25.

He has extensive experience in the direction of major capital projects and business change programs in the transport, telecommunications and power industries. In particular, he directed a management contract for the first phase of the Hong Kong Mass Transit Railway and project managed the initial phase of the Docklands Light Railway, both completed on time and within budget. Mike contributed to the Government’s Strategic Defense Review; and, on behalf of the Secretary of State for Transport, carried out a strategic review of the Highway Agency’s £12 billion Major Roads Program. He is Chairman of the Association for Project Management, Board Member of the Major Projects Association, and Member of the Standards Policy and Strategy Committee of the British Standards Institute. Mike is a Fellow of the Institution of Civil Engineers and Honorary Fellow of the Institute of Actuaries.

Team Leader for Transcend and a Senior Vice President of CH2M HILL, Jhan Schmitz, is a highly-qualified, experienced, infrastructure program manager who brings to Crossrail more than 40 years of experience in managing international, multi-billion dollar engineering and construction programs. With his extensive expertise in program and operations management, Jhan has managed numerous types of infrastructure programs on four continents – most recently working as Program Director for the Panama Canal expansion program. He has previously been responsible for the delivery of all CH2M HILL programs and projects in the Middle East, leading large, diverse and high-performance teams on a number of major programs and projects. He has also directed programs throughout Europe, including the U.K., France, Germany, Italy, Portugal and Spain.
